The Central State Administrative Office for e-Croatia is the central governmental body responsible for formulating, implementing, coordinating and overseeing the implementation of the Information Society policy. The e-Croatia 2007 Programme was launched at the end of 2003 as a framework programme encompassing the strategic objectives of creating a favourable institutional and legal framework for developing secure electronic communication infrastructure and fostering innovative use of ICTs through e-Government, e-Learning, e- Health, e-Business and e-Justice. The Programme objectives are fully in alignment with the objectives of the EU i2010 Initiative launched in 2005. The Central State Administrative Office for e-Croatia prepares and coordinates implementation of the annual Operative implementation plans for the e-Croatia 2007 Programme, prepares reports and carries out benchmarking studies and analyses. In addition to its overall coordinator role, the Central State Administrative Office for e-Croatia drafts policy documents on e-Government and information security and Open Source Software Policy.

In December 2004 the Government adopted the Strategy of the One-Stop-Shop Programme (in Croatian HITRO.hr), with the objective of facilitating communication between state administration, businesses and citizens, through the simplification of administrative procedures (regulatory reform), the provision of on-line access to information and services and establishing HITRO.hr offices throughout the country, thus providing a single point of access to public administration services often involving several authorities. The most important are e-VAT which enables companies to submit VAT return forms on-line, e-REGOS (Registry of Insured Persons) and e-Pension Insurance for on-line registration of new employees, change of employee data and notice of employment termination, e-Land Registry and e-Cadastre for access to land registry (ownership data) and cadastral information, e-Crew for on-line submission of data on crew-members for yacht charter companies, e-Customs for on-line submitting of declarations.

In addition to HITRO.hr, the Central State Administrative Office for e-Croatia initiated broader regulatory reforms which began with a regulatory guillotine called HITROREZ. The main HITROREZ objective is to simplify or remove administrative barriers related to all areas of doing business in Croatia. The HITROREZ initiative establishes the platform for strategic and operational cooperation between public and private sector, where both sides are partnering the review of business regulations, procedures and measures. The recommendations of HITROREZ should be adopted by the Government by July 1, 2007. with outcomes of recommended regulatory simplifications or removals expected to give results within 3-6 months thereafter.
